日本「文化勳章」與「文化功勞者」本年度獲獎者於 10 月 29 日公開，共有六名獲得文化勳章，二十一名各領域人士獲得文化功勞者的肯定。 其中以《薩爾達傳說》與《超級馬利歐》等系列遊戲聞名的任天堂公司製作人宮本茂獲選為今年的文化功勞者，表彰其在日本電玩文化發展的貢獻，更是第一位以遊戲領域獲得「文化功勞者」肯定的業界人士。 ■ 文化勳章和文化功勞者有何不同？  「文化勳章」與次一等的「文化功勞者」都是日本授與在科學技術或藝術文化等領域有顯著功績者的獎勵，每年若干名，文化功勞者人數多於文化勳章得獎者。 至於兩者的差別在於「文化勳章」位階較高，由 1937 年通過的「文化勳章令」中制訂，搭配每年 11 月 3 日國定假日「文化之日」，由天皇在皇居頒發給受獎者。這是一種純粹的國家榮譽，並不支給金錢上的鼓勵， 但後來考慮到許多小眾的傳統藝術需要維持，或是冷僻的領域研究，除了精神上的鼓勵外，更需要支應研究者的生活，故於 1951 年額外設立「文化功勞者」，給予每年 350 萬日幣的終身俸年金，直到獲獎者逝世為止，每年日本政府編列的預算大約在八億日幣左右   由於文化功勞者並沒有國籍限制，所以例如棒球監督王貞治或是著名日本研究者 Donald Keene 等對推廣日本文化有所貢獻的外國人均曾獲得，而「文化勳章」會從前年度或已經獲得「文化功勞者」的人中再選出；另外獲得該年度諾貝爾獎的人則按慣例會自動獲得文化勳章， 簡單說，獲得「文化功勞者」就可獲得終身的年金獎勵，若之後再獲得「文化勳章」就是一種純粹的國家榮譽。若以電影獎項來說：「文化功勞者」是最佳導演獎，而文化勳章比較像是終身榮譽獎的肯定。 　 但是「文化功勞者」的選出是由文部科學省（教育部）下的文化廳文化審議會選考，再由文化科學大臣（教育部長）推薦給內閣，由內閣府賞勳局審查後交給內閣決定，由於需要經過層層保守官員和審議會，故早期的獲獎者大多是傳統雅樂、文學、戲劇等「高雅上層藝術」或純學術的領域才有機會獲得， 即便動漫畫早就是日本的國家重要軟實力和產業，但是如手塚治虫等先驅者也從未獲得提名青睞，將日本動畫帶向全世界的宮崎駿於 2012 年才獲得；在漫畫家方面，目前為止只有水木茂、千葉徹彌和今年的萩尾望都，且獲得肯定都在 2010 年代之後，相較於繁花似錦的動漫產業，這人數真是少的可憐， 　 同樣的，即便是如此的電玩大國，但以遊戲領域獲選文化功勞者，宮本茂是有史以來的第一人；但也因為有這第一人，也證明從今以後「遊戲」也被納入文化廳選考的領域了。被國家正典承認，往往都是數代人不斷努力累積而來的成果。 恭喜宮本茂先生！ SOURCE │ https://www.nikkei.com/article/DGXMZO51514910Z21C19A0000000/?fbclid=IwAR1KPSrJ-JN-QLXVuadmfe6Ng77096Zfdltm-1pKANM_wrCKtFvPnK2mSBQ
